Dr. Michael P. Noku from the University of Maiduguri led the committee that showed its investigation results on October 2, 2007. The Taraba State House of Assembly established the university through Law No. 4 which passed during the session on January 24, 2008. On January 28 of 2008 Governor Suntai officially signed the new law into existence.
The first academic year at TSU began in 2008/2009 when the School of General and Preliminary Studies admitted over 582 students into its programs. The expansion in academic programming during the 2009/2010 session saw the university establish full-time undergraduate education with 476 students between eighteen departments while employing more than forty academic faculty members.

Dr. Dr. Ahmed Usman Jalingo acted as the first Vice-Chancellor of TSU from 2008 up until his death in March 2011. Prof. Prof. Michael Noku served as Acting Vice-Chancellor until January 2012 yet Prof. Mohammed Sani Yahaya took over as the second substantive Vice-Chancellor at that time.
